VW and Regulators: Think Wall Street and Bank Regulators

Just like banking regulators and Wall Street. Or FDA and farms. Watchdogs generally are good folks but the reality is that the coziness they share at times with the people they're supposed to keep an eye on and political pressure means they at times are working with one hand tied behind their backs or leaving the hen door open.
